However, when File Explorer windows were open in the past, the offending window wasn't consistently the last window. The offending window happened to be the 3rd File Explorer window. When the problem occurred yesterday, I had 3 File Explorer Windows open. I almost always have 2 File Explorer windows open. I'm thinking along the lines that it is an Application specific problem more than a "How many windows or File Explore Windows" I have open problem. There would be no specific setting in a GUI that could flag how many explorer windows or applications are open to set a specific action to take that I'm aware of. I believe you mentioned in your opening post that you had four File Explorer windows and some applications open when you had an offending window and I'm trying to get an understanding if there is a pattern. There are workarounds as I described above and in past posts. Is it always the fourth Explorer window back that is the offending File Explorer Window or is it a specific File Explorer window or Application that is the offending window? This issue is low priority.just annoying. This doesn't solve the problem I just wanted to note the behavior. Upon clicking on the offending File Explorer window in the taskbar, it came to the front as expected. After that, I restored all my other open windows. Then I maximized and restored the offending File Explorer window. I minimized all other windows to find the offending File Explorer window. So, unchecking "launch folder windows in a separate process" didn't help. Windows 10, version 1803, Successfully installed on 5/15/2018 Is anyone else having this issue? Is there a fix/workaround? Thanks.

I've had Windows 10 since it came-out, and no problem like this until recently. I've noticed this issue in the past 3 months or so, but have been too busy to post about it. Another option is to close the annoying file explorer window by right clicking on it in the taskbar, and reopen it.

If I minimize my open windows (the 3 file explorer windows and other applications), then I can get to the offending file explorer window that is in the background, and I can continue working in that window. I can click on the other 3 file explorer windows and they come forward just fine. I click on 1 of file explorer windows in the taskbar that happens to be in the background in order to bring the window forward, but it will not come forward.

I have 4 file explorer windows open, plus a couple of apps like Chrome, Outlook, LibreOffice.
